For 35 years, ROHL supported the Manitoba Inter Connect Program, expanding and upgrading telecommunications infrastructure across more than 100 communities throughout the province.
The work evolved alongside Manitoba’s connectivity needs, extending service into underserved communities and upgrading existing networks for greater capacity and performance. Through fibre-to-the-home, fibre-to-the-premise, and broader network improvements, the program strengthened the infrastructure connecting homes, businesses, and communities across Manitoba.

Delivering construction across more than 100 communities meant working through dramatically different terrain, access conditions, and levels of remoteness.
Some sites could only be reached by rail, air, or winter road. Heavy equipment was transported by train where road access did not exist, while seasonal routes created narrow windows for mobilization and construction.

We adapted our approach to the conditions at each location, using customized equipment and installation methods suited to rock, muskeg, clay, and developed areas. Plowing and horizontal directional drilling allowed crews to maintain progress.
Work was scheduled around winter roads, seasonal ground conditions, and restricted transportation windows. Equipment, crews, and materials were coordinated in advance so construction could proceed efficiently once each site became accessible.

THE IMPACT
The program expanded and upgraded telecommunications infrastructure across Manitoba, improving connectivity for homes, businesses, and communities.
Continued investment over the program’s lifespan strengthened the provincial network and helped participating communities keep pace with changing service and capacity needs.
